I came across this when looking for potential AOR credit cards. Xceed Financial Credit Union is mainly a institution for employees and retirees of Xerox and OfficeMax. However, you can also become a member other ways with the easiest being to pay $25 (or possibly $8--see below for explanation) to become a friend of the Webster Public Library (link listed at bottom). Please make note that BT fees are being waived only through March 31st. I have a feeling the fatwallet effect will cause many to apply real soon!
Here's some of the fine print regarding the Visa card:

Note that on the library membership form, it states can become member for a one time fee of 8 dollars, but if using for eligibility to join credit union, they want 25 dollars. I think you can just pay the 8 bucks and be fine, but I'm not positive. According to the XFCU website, you can join by paying $8

You can also join the Heal the Bay Organization to join the CU. Looks like it's a hell of a lot easier to join too. You can pay your membership with a CC instead of having to snail mail a check to NY.

Tried to ring XFCU up to ask about membership applications (residency qualification, faxing of application, etc), but they're only open M-F, unfortunately. I wonder if there's sufficient time to get the BT done by February 28. You figure, 1) make donation to charitable organization, get approval; 2) complete paper application and snail-mailing it in with minimum deposit; 3) receiving XFCU membership number/information; 4) applying for Visa card online/over phone while requesting BT...
Yeah, it's not enough time. I applied for membership last year when they had a 5% 5-mo CD offer. Unless something has changed since then, you have to mail in your application. They weren't very swift - they called me and asked for a copy of my DL and verification of heal the bay membership, both of which I e-mailed to them (as instructed over the phone) within a few hours. I heard nothing back from them, so assumed that all was well. Then a week or two later I received my application and check back in the mail with a letter requesting the same information (DL and verification of heal the bay membership). At that point the offer had ended. So I didn't reply to their letter, kept my check, and did a chargeback on the heal the bay membership.
Credit card application must be submitted by March 15, 2009. Promotional rate valid for 12 months from date of card issue. Thereafter, standard variable rate applies. As of March 1, 2009, standard variable rate is 14.99%. Details will be provided when you become a cardmember. Balance transfer fees waived through March 31, 2009.
