I'd like this to be a community updated list, like the Best Nationally Available High APY Liquid Accounts topic. If you see links here that no longer work or terms that have changed, feel free to update the Quick Summary.
There is also a now similar user-maintained list at the App-O-Rama site. It is not linked from the main page to keep it somewhat under the radar, but SIS asked me to mention it here.
There is an older thread on this topic, but it hasn't been updated in many months and the cards are listed in the OP, so they can't be updated by anyone except the OP. Also the What Credit Card Should I Get ? FAQ is focused on rewards cards. For those of you who regularly browse the AOR threads, you probably won't see much new here. However, I think there is a large segment of this forum who ignore those threads since they have no interest in doing an AOR, but still wants to take advantage of some balance transfer deals.
Requirements for cards to be included in this list:
Must have no Balance Transfer fee or capped Balance Transfer fee (BT fee).
0% or very low APR for Balance Transfers.
Must not be a pre-approved offer like you get in the mail.
Geo-specific cards (like National City & Fifth Third Bank) are OK, but note if they are restricted.

I've added the link for the 15 month BofA card. Although it doesn't have the no fee bonus the 12 month one does, its still a useful card.
Edit: er, rutrow, no or capped BT fees only? Ipecac, remove if you feel it doesn't belong, but its the only 15 month BT deal I know of so it might still belong here.
RBS CC is qualified for this thread, but I don't recommend it if you are doing AOR.
I have twice experience with this bank(me, and family member) and got approved for 6k limit when we were with decent credit and got over 20k limit easily with other banks. That makes me think they only give out 6k limit max when issue a card. With the current saving account rate, it will take you 3~5 months(or more) to recoup the fee since the limit they are willing to give out is so low. To me, that means it doesn't worth the pull. And if I recall correctly, they don't let you increase the credit limit either when you just receive the card. Not sure if they let you consolidate cards.
Some other banks I know the max limit when they issue the card out is Statefarm 25K (no consolidation)
Not confirmed (my experience for at least 2 times) USBank 25k Elan Biz 15K
From many people's experiences HSBC offers very low lines (usually not over $3500). Not sure if that would even be worth adding to the list. If it is added, just put a note: *low limit*.
I would add the Xceed Financial Credit Union Visa; yes you do have to apply to be a member and jump through some hoops to get it. Here's the thread explaining it all:
Regarding the Nat City Biz card, I called today to apply and was told a branch visit is required and you also must open a biz checking account. I'll call again to see if I get the same info. Has anyone opened this card recently? I noticed in several recent AOR threads no one was applying for this card, even though a few were applying for the personal card....figured there was a reason.

Yeah, weird. I got a 21K limit about 4 months ago with 160K and scores 740-770.
for the citi professional with 15k thank you points or whatever, it says "Balance transfer fee: 3% of each balance transfer; $5 minimum. There is no fee with the 0.00% APR balance transfer offer described above."
Does that mean that the first balance transfer has no fees? I'm new to credit cards. Thanks for the help.

Maybe I can give them a call and get that bumped significantly. It was a real disappointment - the HSBC was 12K, BOA 13.8K and ADA was 10-12K (I forget).
I do have my mortgage through them - it's a new mortgage and a 15 yr so the payment is relatively higher than a 30 year, so I wonder if that is a factor. Nonetheless, I'll try to appeal once I get my card. (I applied like 4 weeks ago now and just a few days ago the voice system said I was approved...for 3.5K. whoopie!)

This thread is awesome. The only issue I can see arising is a lot of these cards getting pulled quickly because they are linked in the quick summary. The Fatwallet effect has been known to get some good deals killed pretty quickly - case in point:
I had briefly mentioned this card in another thread. It's a regional offer for DC residents. I have not tried to apply for it since I don't live in Washington.
I paid off my existing BA card 2 days ago and left it open. Submitted an app online this morning for a new BA card. Called 866-408-4064 and they were able to close my existing card and move the credit line over to a new card, plus give a small increase in credit line.
I apologize if this is common knowledge already, but the prior posts I saw about this mentioned having to close the BA card, move the credit line to a personal card, and then move the credit line to the new BA card. Took less than 5 minutes and no need to move to personal at all. Hope it helps someone.
