As I understand it this is no longer the case, that under the new laws the credit card company has to apply any payment above the minimum to the HIGHEST interest balance.

Let me see if I understand this. We sign up for credit card for 0% balance transfers for ~12 months. We write a check to ourselves and invest the balance transfer into ,for example, a money market account and after 12 months of gaining interest we pay off the credit card. Am I sort of getting it? Lets say a credit card has a balance transfer fee of 4%. Would that mean I would have to try to invest the money in something that yields 4% interest to break even? Nothing out there right now gives 4% interest. How is it we make money off these offers?

Simple economics, if you can not earn more money by "whatever means" to cover the fee, then it's not worth it.
I don't know how often it exists these days, but people try to wait for 0% fee and/or a cap on the BT fee. These might be a way of the past but it also might be targeted.
Just got the targeted 15 months, 0, 0 from Discover in the mail. So if you guys got the first one I mentioned in the mail, wait for the second one. Disappointed I didn't.
I have also been getting a bunch of Discover 12 0 0 offers, but I do not like the 11.99 hangover, but I just got a random
5.99 fixed for life on balance transfers (with a 3% up front fee) 0% on purchases for 12 months and a specific "no penalty apr clause for the fixed rate balance transfers" (I have never seen this before, and I have read lots of these agreements)
somehow this sounds like 2008, but I have 8k at 9.75% and 12k at 7.64% variable so this sounds like it might be a good deal over time. ?
I did the Discover Card 12,0,0 about ten months ago... and though it's paid down considerably, we've also put some on it, since it was 0% on purchases as well. Time to find a new 12,0,0 card. Great thread.
