Commerce Bank (now TD bank) used to do this. Their website seems to imply that it's still possible:

"If you already have a checking account but not a debit card, simply call us or visit your local store and get your card instantly. We'll be happy to help you."

TD defnitely.

Wachovia and BOA used to in the large bank centers where they had the machines.

I know citi will give you a debit card on the spot. You'll need to wait overnight for a MC branded debit card.

See the thing is you need money in the bank for debit cards and if you are looking for a 2.2K payday lender you do not have money in the bank.

I hate to say it, too, but Citibank gives you debit card on the spot.

Bank of America gives you a temporary card (no name on it, just the number) and they send the permanent one (with name on it) in the mail
