OP, it is not article "by WSJ". It is a Peggy Noonan opinion piece. Peggy Noonan is a conservative, as most of the WSJ opinion writers are. But she is a conservative worth listening to, sort of like William Saffire (who passed away recently) who refuse to unconditional support the party line. One of my favorite Noonan piece is this one, also written on WSJ: http://online.wsj.com/article/SB122419210832542317.html

But I don't think FWF is the place to post every WSJ opinion piece you just happen to like. People know where they are and can read them on their own.
