I received this offer for my BOA U of I Worldpoints MC, too.
5% on $700 net purchases at department, book, electronics, jewelry, sporting goods, and toy stores through 12/31/2009. You must register online with the unique registration code on the mailer. Specific merchant category codes must be assigned to the transaction.
"Allow up to 10-12 weeks for bonus points to appear on your credit card billing statement or online statement."
IMHO, it's not worth the time or the possibility that the merchant does not code it properly.

Or, if you are like me and the offer is for a non-reward card (BOA Platinum Plus Visa) than it is definately better than nothing.

I just wanted to mention that I received this offer as well. The letter was dated 9/18/2009, and was for my NEA Visa Card, 5% for the first $700 in purchases (through 12/31/2009) for:
Unfortunately, it appears that the WorldPoints program doesn't allow 1% redemption of CashBack until you reach the 25K points threshold, and it appears, after talking with a CSR, that my $700 spending cap is non-negotiable.
