just a data point here --- my credit is very good with very low utilization
just got a notice that rate on purchases for Diamond Preferred going to 20.99
they added a teaser that if I do an uncapped 3% BT of $3k+, I can have 9.99% on the BT and purchases for a year (yeh, right)

I called CSR regarding converting the card to something else --- he said to wait until last week in December --- because my request couldn't be processed right now

Same here. Citi platinum select, great credit, very low utilization, the APR is going to 20% in December.

Also, the BT fee is going up to 5%, uncapped, and same goes for cash advances.

I got a similar note... diamond prefered going to 20%.... can get a 13% bt with a 5% bt fee.... ummm no-thanks

I think Citi is doing it to all cards, ive gotten notices for 4 or 5 now with a 29.99 rate

Gotta make all the changes they can now before the CC legislation passes, then maybe they will reduce rates again for the "good" cardmembers
