Car is secured by car
Morgage is secured by house.
Either can be taken if you fail to pay.
What you are asking is an unsecured loan secured only your your word. Expect to pay much much higher.
If 1 time emergency you can use your CC and then use your savings to pay it back as you liquify your emergency savings account.
What is the emergency?

Agree with the CC option if this is a short term emergency and you have a few decent APR CC lines open to tap in 15k.
Personal loan from your local bank/CU is another option.
Otherwise hit some unsuspecting friends/relatives (assuming this is truly a life/death situation concerning an immediate family member).

penfed.org offers personal loans at 8.99%, with online application. 1% higher for paper application.

I don't think you'll get much better than 10%.

Doesn't seem like it is truly an "emergency" if you can turn down the 14% loan. I hope you like the sound of laughter, because that is all you're going to hear at every bank or CU you go into looking for a $15k personal loan at 6%.

14% isnt a bad rate....

Dont go with penfed, bc the way things sounds, you wont be paying back your lenders and penfed is a good place.

Several credit unions to which I belong have personal loan rates as low as 7% as well as credit cards with cash at that rate.

If you have CDs in any bank or CU you can often make a CD-secured loan.
