I'm not sure why you got red for asking this question. I'm curious about the three tier approach as well. I actually just applied for this card two days ago and they are going to email me my application approval.
I agree with you about applying for one set offer. As for the no cap this is definitely the future. It's becoming more and more difficult to find credit cards with a cap on the bt fee. The last time I did a bt I got a capital one card at 0% on purchases for a year and bought a crap load of coins from the mint, put those coins in the bank and applied them to my credit card. 0% cost to transfer.

0% BT fees are gone, perhaps most if not all...Other day I was talking to branch manager of Chase while I was doing BT on my Chase Freedom for 0.99% APR targetted special offer to me...Manager said they cannot reduce/neglect BT fees because required by "federal law"...after that I had 3 BT for me/my wife and heard same/similar from rep on phone also...
I found that Citi will not budge on BT fees either. I have a special 1.99% APR for 15 months and they will under no circumstances budge on the BT fees, not even impose a cap.
This is just a new way for banks to assure they make money as they are now under the scrutiny of the US Govt...

i know that back when i was working for chase end of 08, they did have the exact same type of offers. so this is nothing new.
