You can connect your iPhone /iPod/ iPad to wifi by going to settings and the second option should be Wi-Fi

Your best bet (contrary to what the OP and the app profess) is to simply open iTunes, click the store, click podcasts, do a a search for your interests (I found dozens of areas I am interested in) and subscribe, download each day to your device. I do this all the time since I, too, don't have access to WiFi all the time. Easier this way. I don't like to install apps like this since they can access your personal info. Better to do it via iTunes. Works great.
