From the rules page, "During the Giveaway Period, if your Submission is one of the first 50,000, you will be eligible to receive a Prize." The reason for the wording you quoted, is that it is a limited giveaway, they all use the word "chance" because at some point the 50,000 will run out, and there won't be any available after that. It is a chance to win, but you must be among the 1st 50.000 or you lose your chance. Even the Allure, Seventeen and Marie Claire giveaways (usually of 500 each, sometimes less, sometimes more) say to "enter for a chance" but the first 500 (or whatever number they specify) will receive the freebie.
Also, for those using the link provided by burkotron5k, don't forget to "Like" the Facebook page.
