when you install the appstore application and put in your Amazon account login/pw. it will register the device on your account. if you wipe the phone and install the appstore again, it will register the device again and you will now have two devices on your account, although it is the same phone.
I have a Captivate, Nexus One and a Galaxy Tab. I wiped the captivate twice and installed a custom rom. each time I install the appstore, it thinks its a new device. so now I have 5 devices in my appstore account and all can share the same apps.
I called Amazon to confirm 1) the apps in my account will never be deleted, and I will never have to pay for it 2) I can install on any device as long as the device is registered in my account.
I have the appstore as my homepage so when i launch the browser, I can see if I want the apps and just add it to my account. I don't download/install all the apps, I just save them in case I ever want them.
I cut down the list of past apps on the summary. For posterity, here's the list of apps that were free in March 2011:

Flext9 is an awesome app. I agree it is much better than the stock keyboard. Predictive typing is much better. Plus is faster to trace instead of tapping.
