I haven't had a 5yo in many years but anyplace that didn't allow a 5 & under in free as a permanent policy would never get another dime of my business. Very tacky and very dumb IMHO.

Sorry - don't know what WDW is. But the more I think on this the more ludicrous it becomes. Can you imagine having your 6 mo old strapped to your back and some lug-nut carding them? I suppose it's just a sign of the times. I mean what sort of cretin thinks up these rules. Oh well! C'est la vie. I'm way past personally worrying about anyway.
WDW stands for Walt Disney World. WDW allows all under 3 in for free. Anyone 3 and over pay admission into the parks. Sea World could have worded this better as I believe their admission policy is the same (under 3 gets in free).

PreK (Kindergarten), 3-4 year olds. Actually, I would consider anyone who would "strap" a 6 month old on their backs (little or no head,neck control) to be the lug-nut.
Try getting a 5 year old into a movie for free, etc, etc, etc.
How do they verify residency? I see you bring the registration plus identification (birth certificate or passport). But since the identification doesn't determine that you are a resident, how is residency proven?

They look at your driver license and/or utility bills. If you have any of them, you can be considered the resident.

I don't have kids but do think it's insane to charge the prices they do in the parks for 3yr olds. I personally like the charging by height. A kid from 3-6 can ride about half the rides in these parks. I live in the center of FL's themepark mecca.
