These $3 off $3.99+ is not a check-in coupon, it's in your rewards account. Mine has my rewards number in it after the first five digits of the coupon. That said, I don't know if it will link rewards accounts if you use it with a different one. I've never heard of that happening before.
None of my check-in coupons from the mobile app have my rewards number, and I've gotten them without signing in to my rewards account from the app.

Thanks for the info. I did mean the check-in coupons. So to make it clear you have gotten the check-in coupons without being logged into either rewards nor the Staples account. I will try and see if I can get the check-in coupons without being logged in.

Discovered a 2 $ coupon that was going to expire the EOM from a cartridge I recycled (dried out). I never check this account. I also have 3 cartridges that I ordered online that didn't work that I got a refund from and they didn't ask for them back. So, I'll get 6 for those. So this triggered 8 bucks I didn't know I had. Didn't get the 3$ one though.

Yes, check in coupons can be received without logging in. I tested this with a "new" device last week and was able to get a check-in coupon without ever logging into rewards with that device.
As for whether they can track it to a specific rewards number, I imagine that if you login to your rewards account and receive the check-in coupon, it's possible that they could somehow link the two together, but I imagine that "link" would have to be figured out manually, and in all likelihood, the only time Staples will care about that is if you're like selling the coupons on eBay or something. I'm not a technology expert, but I bet that if Staples really wanted to start cracking down on people that have multiple accounts, they could track it pretty easily with device names, mac ids, etc... I think they just don't care enough to put man-power into tracking people down that have multiple accounts (unless people are talking about more than 2 or 3).

The $3 coupon is not for in-store use, as the register will beep when you try to scan it. Says its not a valid store coupon. It required a manager override to put the coupon through, which he finally did. The manager told me he'd take the coupon, this one time as a courtesy. So YMMV on using the $3 coupon in-store.

I had the same problem using the $3 coupon in store. The cashier called the manager.
Manager: Sir - it says this is only for phone or online.
Me: But it says in the fine print "surrender to cashier". How do I surrender it online or phone?
Manager: When you order online or on phone and put in the number, you are surrendering it.
Me: Really! shouldn't it say "redeem only once" and not "surrender". Plus is the online system called a "cashier"? Rather poor choice of words by Staples.
Manager: Well, that's what it means.
Me: Anyhow, why did it allow me to print if not to bring to the store for use?
Manager: Since coupons can disappear any time, the print option is so you can save it and then use it online.
Me: Hmm, I must say it is not very clear.
