The cart did not show the option for "Free In Store Pickup" until after I got to the final checkout page, but it did show up before the order was placed.

I got the same message, but I was able to switch to "Free In Store Pickup" after jumping through a few hoops. Just select "Shipping", then continue the checkout process. When you get to the final page (just before you confirm the order), it will give you the option of switching to store pickup.
