This is only for Name Your Own Price. The way this usually works is that it adds the $7 to your bid. So you can bid $143 of your own money and Priceline will add $7 to bring it up to $150. You have to understand Priceline to really get an advantage from this offer.

if the room NORMALLY costs $150 per night....

you bid $63, PL kicks in the other $7 per night raising your bid to $70.

it really is a good deal on "cheaper" hotels...

Say room is usually $89 per night...

average winning bid is about $40

you bid $33, PL raises bid to $40 (or about a 20% savings off a great price to begin with)

I'm not affiliated in any way, but betterbidding.com is a great informational website to help using Priceline and Hotwire.
You can look up other peoples' winning bids in the specific city or even zone you are looking at, and they also have an excellent list of which hotels are in any specific zone.
I've used it many times to get excellent hotel deals.
