Thinking about buying this just to replace the shifters on my 20 year old Rockhopper.

If you weigh 150 lbs. or less and less than 5'10" then this bike is probably a good bargain. Most of the reviewers on the web had issues with quality, durability etc. with this bike ... of course for appx. $80 one should not expect miracles.
do yourself a favor and get the GMC Denali http://www.walmart.com/ip/GMC-Denali-700c-Men-s-Road-Bike-Large/12080282 videos on youtube of the bike lasting well over 4000 miles and this cheap bike WINS RACES LOL
These bikes have been in the $75 to $85 price range for a very long time. They're OK for an occasional ride to the park, but things start falling apart with heavy use.
But that's a road bike. I think bikes sold under the Schwinn brand still have good quality. I would advice buyers to visit their to actually see the bike before buying to avoid wasting money and time on returning.

Who buys $75 bikes for heavy use?

I would only get one for someone I despise with all my being. That said it does have alloy wheels and real gripshift, (not falcon garbage), so it is not the worst bike on the planet.

I wouldn't buy anything made by pacific cycle, that includes modern schwinns and that gmc denali bike.

I recognize that I'm a bike snob, but I would feel bad for anyone who decided whether or not they enjoyed cycling based on riding one of these bikes. When you buy a bike, you're really spending money to buy quality components - gears, shifters, derailers, etc. Those components on these bikes aren't worth anything. I would equate this to buying the $1 plates at WalMart because they're "just as good as those fancy sets." Sure, but at some point you should spend a little money to enjoy life a bit.
also, these bikes can routinely be found in store at/near this price.

Totally agree and want to add that to truly enjoy cycling, you need to be sure the bike is appropriately sized and fitted to your body and riding style.
