Many times the price after discount is the same as other stores, in which case price is not a deciding factor. However, plenty of stuff is priced better after discount. This is especially true of brand-name products.
On tool loans: It's the same program as all the other stores. The deposit is returned to you 100%. While you do have to put up the collateral, in the end your cost for using the tool is zero. It often beats buying the tool.
A lot of the loaner sets are very expensive and sometimes you can get the job done with a tool you'll keep for not much more money (and not have to put up the big collateral or go back to the store). Just today I spent $6 on a 1 3/8" socket at tractor supply. It's for a spindle nut that is specified to be 36mm but in my testing fits more properly in a 35mm socket...and fits absolutely perfectly in 1 3/8". It's not deep but it's just deep enough for a full bite on the nut's flats. It's not rated for impact use but I may only ever use it once, so I can either risk breaking it and abusing its warranty or just use hand tools. A 35mm socket is $15-20 at the parts stores and a loaner set is probably $100.

yup, deposit required, but guess what? its still free in the end.
