OK, it's not a promo that appears in the cart.

It's a "system detail"

1. Use OP's link
2. Customize & add to cart
3. Switch to "DETAILED VIEW" in cart
4. Second to last line item ("Miscellaneous")

Edit: Also can be found during the customization phase in the "my system details" scroll box. You have to scroll all the way down inside that box to see it listed.
