Good smart chargers will charge each cell individually.
I think this one only charges in pairs, so when either one of the two batteries is full, both are shut off. This leaves one battery not fully charged unless both have exactly the same capacity and same level of charge when put in the charger.
Some chargers that work in pairs charge until the combined voltage change dV/dT is low enough to show they are charged... again, one battery can skew this to make it stop too early.
It is possible they changed it, but I did not see anything that shows it is a new model.
For the price, if you need a charger, its still a good deal since the batteries alone are worth $6-8.

The charger has only two Led indicators instead of four, a true smart charger has an indicator for each battery position since they are being charged individually. I have never had all four batteries finish charging at the same time.
A smart charger will not start charging a battery with too low a voltage. It is nice to have at least one dumb charger to bring that battery up to the minimum voltage (takes about 2-3 minutes).
Note the very first Amazon review, by 'NLee the Engineer', saying; Good battery, Bad charger - HE IS THE BATTERY EXPERT.
