From the website, tablets must be regularly priced $599 or higher.

Careful with your choice of Windows tablet. The least expensive ("RT" model) won't run traditional Windows apps, only store-supplied touchscreen apps. And that store won't have much variety of app choices for some time.
There are far greater app choices for that HP Touchpad when running Cyanogenmod 9.
But it's good that Microsoft is pulling out many different stops to attract the tablet buyer. That might mean competitive tablet prices before the trade-in credit.

I have a 7" Nexus too. It cost more, is easier to hold on to, is faster and more responsive than the older TP. The Touchpad still gets used as much as the newer Nexus 7 in our house. Partially just because of it's larger screen, but also because it's a really good device (esp. with Android loaded).
