Just got this email about my Costco AMEX:

Gift Cards can make perfect holiday gifts. Pay no purchase fees with code EM12 through February 28, 2013.*

I don't know if you have to make the purchase with a Costco AMEX for the code to be valid, but I doubt it. I added the code as a test without logging in or paying. As soon as I submitted the code, the cart said "Promotion Code: EM12 - Accepted".

Another test of the code with an e-Gift card showed the same thing, so it should be possible to buy e-gift cards without any shipping fee (obviously) or activation fee!

Don't forget 1% FW CB!

Kind of a bummer that shipping costs $5.95, but that's much better than the $3.95 purchase fees for each card.
If you order at least several cards, the shipping is a little easier to deal with ... but jumps up to $8.95 if you order $200 in cards.

A few months ago, I had posted a deal where you just paid the activation fee for the AMEX gift card and got shipping free, but it got was minimal/no response. I was surprised because the shipping charge > activation fee.

AFAIK, Citi would most likely consider it a cash advance and the other major banks will process as a purchase.
