Note: (This gets asked a lot): In the last 2 years, I have never come across a free shipping code for all items at Target.com.

In my experience Target applied the 10% discount to my total purchase before any site-wide promotions (like 15% off furniture). Also FatCash is paid on the total purchase before any discounts.
