Yesterday I picked up Microsoft Streets & Trips 2005 at Costco B&M. The sticker on the box said a $10 rebate, but a $20 rebate printed out with the receipt.
$34.99 + tax - $20 rebate = $17.09 (for me) is the best price by far that I could find.
I know of deals with GPS receivers, but I don't want one right now.
It includes Pocket versions for SmartPhone and PocketPC.

No , It doesn't. I have the GPS version of this software.

I've had good luck in the past double dipping on Costco rebates for Microsoft products. Here's a rebate for another 10 bucks from another thread. YMMV, depending on if its a Costco rebate or a MS rebate.
Streets 2005 adds to 2004: -leave bread crumbs -select north up or heads up orientation -auto detect GPS -route from current GPS location -better map centering of GPS position -fast position updates e.g. every 1 second or so
It's a very good program now for driving in the car (2004 was only adequate at most.) It does not support voice directions, which would make it excellent. For <$20 it's a bargain. For <$10 it's a steal.
Not only does DeLorme 2005 support voice but gives turn after turn

It's unfortunate that DeLorme can't hire someone who knows how to make a nice Windows-compliant interface. I have Topo, and love the features---but the interface is beyond terrible.

Oh well, Arundel Mills (MD) Costco said it was "flagged for deletion" which means they won't get any more and they are out. They looked and the nearest other (Glen Burnie) didn't have any either.
So run and get it now. Not on costco.com either.

No , It doesn't.. I have the GPS version of this software

Terrible reviews though. I really liked the older versions of the software but the new one seems to have regressed.
