Sams club has the 16gb apple itouches for $387. You could buy the itouch from Best Buy at full price and then go back with proof that sams club has it for $387 they will match and then beat it by 10%. Comes out to right around $349 before taxes. Sure beats $399.
The OP needs to learn BB's PM policy. BB does not beat a competitor's price by 10% of the total cost.

"Already bought? We'll refund you the price difference, plus an additional 10% of that difference up to 30 days after your purchase (14 days on select categories*, 60 days for HDTVs purchased from 6/3/07 through 2/2/08)."

Most retailers will not match stores like Sams or Coscto. Also they match 10% of the difference in the price. So if the price is $100 and they price match it to $90 then you get 10% of $10.

Do you have to sign up for the contract before they let you buy it?

Just did it tonight... Dumb luck, with emphasis on the dumb part. A dumb bb employee rang up the adjustment wrong.

They're referring to the key point that they beat the competitor's price by 10% of the difference, which you even correctly quoted yourself. This is an important distinction. 10% of the difference is $1.20, so Best Buy's PM price should be $385.80 if you can get them to PM Sam's Club. If you got any more, somebody screwed up.
If you wait a month or two, Apple will probably have them refurbished at a lower price than this, especially with everything going on with the defective screens on the iPod Touch.
i searched Apple.com for an itouch, but couldn't find anything. Whats an iTouch?

I got one for around $360.
My deal:
$400 at Target.com - 10% (used promocode BABYSALE which makes no sense but hey, it worked) - 4.4% FatWallet CashBack - 1% HSBC Mastercard CashBack + Tax + $5 shipping ------------------- around $363 (not including the cashbacks my total was $383).
