I wonder if it is Useage based? I know that past I have Used e-bay a lot, ( As well I have used Paypal even More and a decent chunk of change in Items that I have sold,) But I have'nt used e-bay a whole lot latel, perhaps this is to encourage me to come back?

I got all the PayPal rebates this past year, without a problem.

Yet I have also used the 10th Anniversary coupons as well ( in 2006 for e-bay any one else and get a coupon now, I do have two account and the second has had more activity selling in Aug/Sept, but I only saw a MC promo on that account)

Maybe only the ones that SELL a lot will get the coupon?
