It means that it's not for production use, which only really applies if you're a business. You shouldn't technically run it as your main PC at home either, but there's no way for them to enforce it.
Software is the full version and it'll activate and pass wga/oga just fine and get updates as well. I'm not sure if you could reinstall and activate if your subscription has lapsed, but restoring from an activated image should be ok.

Wow this is an awesome deal. You get vista home, premium , business and ultimate etc along with office 2007, pro etc plus a bunch of other software titles. Also you can install vista and office on upto 10 different systems - though not for production but for personal use. You can continue to use the software even after your subscription ends after a year.

Are you sure this is true. It used to be that legally I had access to the software only while I was a yearly member. Obviously with a new software always coming out this made sense to be a member of.
You will have access to the software only during your subscription period - means access to download. You can download the ISOs and burn them on the CDs/DVDs and use them anytime.

am i understanding correctly? im in the market for both vista home premium (64-bit) and microsoft office 2007 - if i sign up for this, i would be able to download those FULL programs for my own personal use and burn them to disc myself?
i honestly have no bad intentions - i wanted to buy ms office 2007 anyway and was *thinking* about upgrading to vista HP 64-bit - if i can do both of those for the $250, im sold immediately (considering ill probably find a host of other software to download as well)

You can get physical disks by ordering the Action Pack. It's $299 assuming that you qualify.

You may want to look to see if your work offers any discount. It's much cheaper to go buy through the Microsoft HomeUse program.

I have small business ( I have setup one Server Now Windows2000 Advance Server). If I subscribe to this and Download Windows Advance Server 2003, am I allowed to use it for my small business needs?

Not sure about TechNet, but with Action Pack, you get licenses that you are free to use on internal systems.
For example, current Action Pack has Windows Server 2003 R2 with 10 CALs (or Small Business Server) And 10 licenses of Windows Vista. So you can run a server and 10 workstations completely within the terms of the agreement.
The catch is that those licenses are only valid while you have an active subscription AND the licenses change over time. For example, before Vista, it was 10 licenses of XP. So theoretically, if you were running 10 XP workstations, you'd need to upgrade them to Vista to remain within the license agreement.
From the "Microsoft Partner Program Action Pack Initiative Addendum" The licenses are provided for use at your primary business location only and must be used only for your internal business purposes, application development and testing. The licenses are NOT intended for employee personal use at home, for hosting customer's applications, or for installing at a customer site and may NOT be resold, transferred, or assigned to any third party.
So, no home use, but for small business -- you're good to go (at least at one location).

$50 more gets you the physical media for the software with 10 licenses for most of them. Is there something better in Technet?

From the looks of it you only get an *upgrade* version of Vista Business under the Action Pack... and TechNet gives you access to a lot more software as well as access to Betas.
And FYI: Beginning in November 2007, Microsoft will require all Action Pack subscribers to take an online training course from the Partner Learning Center and score at least 70 percent on an associated assessment. Partners will also have to re-take the assessment every two years in order to remain eligible for the Action Pack subscription.
"The new requirements will be put in place to help eliminate those who should not be using the Action Pack Subscription from being able to receive it," Microsoft said.
I've had the Action pack for 6 years and need it for my career. If you stop paying the yearly subscription you must uninstall all the software, per the agreement. You are allowed to use the software at only one location such as your home office. If you sell a license on eBay or something stupid like that Microsoft will catch you, they do it all the time and take the people to court. The new genuine advantage license check is evil, and will have the ability to invalidate old license keys, making your system all but useless.
Starting November 30, 2007 all new and renewing Action pack subscribers must take an on line course and pass with a score of 70% or better. This part is silly for me because I hold 14 Microsoft certifications including MCSE:Security on Server2003, but they see this new requirement as a way to eliminate non-partners from taking advantage of the program.
So now Technet has the same program benefits as Action pack without the requirements? If I get some spare time tomorrow I'll have to call my local Microsoft office and start asking questions.

people actually install the WGA? I reformatted my PC wiped that off and installed updates one by one to avoid DRM/WGA/notifier updates. My software is legal, but I don't trust MS at all because of them sneaking that notify in the patch unannounced.I do my updates manually.

It took a couple of days to get the "Welcome" message with the subscriber number. Then it takes another day or two for the information to get through the Microsoft system.
