I hoped someone will post something good. Airtel is 6 cents if you call cell numbers. I don't know any better except Skype out or Asterisk.
Try Rebtel.com. Charges are 5.6 cents for landline and 5.9 for mobile in India. no pin and no long dialing numbers.
