Been checking out outdoor, sun protection long-sleeved shirts for myself and my wife, prices of these shirts are pretty good.
They have ratings of at least UPF30+, good for those who gets burned easily.

I don't understand the whole clothes SPF thing. I have been outside all day in a tshirt and where the shirt was, I didn't see any sun. I have never worn a shirt that let me get tan underneath, much less burned.

Heavily woven fabric usually provides good protection. Further, how do you know that your skin under the shirt didn't actually get tanned, compared to, say, if you stay in the house whole day? Some people have more sensitive skin, and these clothings are great since they're getting the protection without the bulk.

I was at the beach all day in a tshirt. I am so fair I burn in an hour without sunblock. I was still white at the end of the day underneath the tshirt. I've had the same experience doing yard work. I can pull up my sleeve right now and I am pasty white underneath. Standard issue basic colored tshirt, but I've had the same thing happen even with a white undershirt.

The fact that it was a typical T-shirt might be why you were still white. Typical T-shirts use thick, heavily woven fabrics, as Hawchan mentioned. Notice how much of the clothing that has UPF treatment at stores such as Campmor don't use heavyweight fabrics, but instead use lightweight, moisture-wicking fabrics such as nylon.
