Say an item is $100. You first get 10% off (order does not matter), so the price is $100 - $10 = $90, then another 15% off that $90 which is $90 - $13.50 = $76.50. So you're paying $76.50 for the originally $100 item that is not 25% off but 23.5% off.
Think of it this way: if you had two 50% off coupons, you wouldn't get the item for free (50% + 50% = 100%), but you would get the $100 item for: $100 - 50% = $100 - $50... $50 - 50% = $50 - $25 = $25. So, two 50% off coupons gets you a 75% discount, not 100%.
Mathematically you are correct. But Target actually combined the 10 and 15 and gave me 25%.
