E2200 is better for OC, this one has 4MB cache vs. 1MB on E2xxx but harder to OC due to lower multiplier. Good for game.

What is a good budget (lower than $110) motherboard for this? I heard the ECS motherboard sold in Frys sucks.
I would go with the gigabyte p35-ds3l which is usually on sale for $89.99 on Newegg (or the ds3r edition if you need to set a RAID)

In a word no
but its not that simple of an answer if the program is cache intensive it would help but not so much that you would notice it against a e7200
