Not a bad deal, but not that great of a deal, either, especially for a refurb...

Black 22" Acer AL2216Wbd at NewEgg for $199 with free shipping.

Black 21.6" AOC 2216SW at NewEgg $189.99 after $10.00 rebate. (No DVI)

$20-$30 more, but black, better quality, and, most importantly, new. No built-in speakers like the HP refurb, but that's actually more of a positive thing than a negative (less to go wrong, and more focus on the features you actually care about).

EDIT: Actually, if you consider that shipping for the HP refurb for the OP was $18, the Acer is only $12 more, and the AOC is only $2 more! I would definitely go for the Acer...

What is wrong with nearly all monitors that are returned? The LCD panel. Can they repair the panel? No. So what are the odds of getting (a lot of) dead or stuck pixels when buying a refurb LCD? Pretty high, I would say.

If you can save a ton of money and the problem pixels do not bother you - like for a server monitor or something - then the risk is worth the savings. If there is not much to save and you are going to be sitting and staring at the LCD I would say spend the extra and get a new monitor. Then if you have problem pixels you can return it and get a "perfect" monitor and some poor sucker will end up with your bad monitor as a "refurb" down the road .
