You can hit 6Mbps+ easily if you're doing p2p or other heavy download.
With cable, you are not sharing 15Mbps with your neighborhood, the 15Mbps or whatever your plan allowed is your cap. The cable bandwidth can be up to 50Mbps which is your neighborhood are sharing.
With DSL, you get your dedicated bandwidth, however, the actual bandwidth achievable on DSL depending on your distance from Central Office or Access Multiplexer and subjected to your line condition. My friend has a 1.5Mbps DSL plan but the most he can get and tested by the technician is only 800k.
