The sticker on the box reads something like "you pay $14.99, you receive $5 ECB". If this is intended to be a minimum price requirement, clearly it is not enforced at all CVSs as per the OP and others who have reported receiving ECBs after paying a reduced price.
It seems that receiving the ECBs is YMMV on a per-store basis, however, if you do not receive them you can still have a good chance of getting them if you call the 800 number.
On my receipt, there was no mention of the promotion and as I mentioned earlier, the ECBs did not print.
BTW, this promotion is supposed to be valid through 12/31/08, as per the sticker.
