It's been a couple years since I lived near one, but I seem to recall my local Wilson's leather had a permanent 40% off sign up in their windows. Any other feedback regarding the 'hot'-ness of this?

These discounts definitely stack. Used them in-store to get some unbelievable deals yesterday. And the extra 40% discount was posted throughout the store so it's no secret and available to everyone. If you live near a store, it's worth checking out during this sale, especially if you find things already discounted (like the designer purs savings of 60% off) or with clearance items. Stocked up on some $50 croc embossed wallets that ended up being just under $3 after combined discounts. One of the best sales going and worth the trip IMHO.
Check the item price now online. the small nylon tote bag is 9.99 today - I called in and did a price match and got 5 dollars back. so a regular price $50 item came down to 9.99. what better you can ask for. Thank you OP.
