I take that to say If you don't have a membership you cant come shop at our stores. Which makes sense as they have a person checking membership cards at the door for a reason.
Sams club though I believe will let non members shop there, though you may need a day pass. The catch being you pay a 10% Surcharge.
So yes, its an online only thing and its been in effect at least since the beginning of the year.
