Yes, if you have a post-paid T-Mobile sim. Any other sim you have to unlock it.

Ok.. I ordered a prepaid phone with the $25 refill card. My intention was to just get the $25 card. Now, what do I do with the phone? Do I have to activate it? Can I just use the $25 card with another pre-paid account I have, and do nothing with the phone?

The refill card is a separate item, use as you wish.

Sell the phone on eBay.
