Doubtful. Adobe usually excludes Costco (and a number of other "big box" retailers) from the usual upgrade rebate, as seen in the fine print on this $20 upgrade rebate posted at Amazon: Link.

Just purchased Elements 7 from Newegg for $50, but now I see that the UPC code on the box has a label "NO REBATE". (Can't find the original thread where this was discussed.)
Looks like I am out of luck for the upgrade rebate. Buyer beware...
