Pretty bad form on Dell's part not to mention that on the eligibility page. I think they're actually bound to give it considering the eligibility page says the only requirements are:
* Your system must have one of the following operating systems Windows Vista® Home Premium, Windows Vista® Business, or Windows Vista® Ultimate factory installed OR have Windows XP pre-installed with Windows Vista Business Bonus, or Windows Vista Ultimate Bonus.
* The system must be included in the list of Eligible Systems for an upgrade.

These are the upgrade products that will be sold to those that have older PC's with Windows on them. The program that is being discussed is for new computer purchases after 6/26 will receive a free (shipping and handling charges may apply) upgrade to Windows 7. Microsoft does this every time a new major OS update is released so the system sales do not stop completely as prospective customers are not as likely to sit and wait for the new OS.

Ok, not seeing this question anywhere(or i'm not looking hard enough). At Newegg you can buy Vista Business for 149.99 and get a Free Upgrade Coupon for Windows 7. Is there some guarantee that you will be able to download Windows 7 Pro from Microsoft? Or could this code be for Home Premium. I'd hate to spend $150.00 and find out im stuck with Home Premium after redemption.

Btw called Newegg, he looked at the website and read what it said...that wasn't very helpful.

Not that this is official or anything, but one of the Dell reps on the Dell Outlet twitter stated: "We're still working out those details, but I *think* so. I'll keep you posted." when someone asked "If I buy a notebook with Windows Vista Home Premium from the Outlet, will I qualify for Windows 7 Free Upgrade?"

For now I think it's much safer to assume that you aren't going to get a free upgrade, but maybe that will change for some of their systems in the future. It looks like some others may be out of luck, though, since machines like the 530 aren't even on the list of eligibility for non-refurb systems.

The problem with Acer is that they won't tell you how much you have to pay to get this "free" upgrade, until you input all the information about the computer, including the serial number. I don't want to buy an Acer and then bring it home only to find out that my particular model isn't eligible for the upgrade, or that the shipping and handling charges for the upgrade disc will be $50. They are having a company called Mentor Media handle all of this for them. I don't want to pay a restocking fee to return my new computer. If anybody goes through with this, please post how much you have to pay (there are fields to fill out with your credit card info, so it isn't completely free, apparently). As someone else already posted, Lenovo says that all shipping charges, etc., are the responsibility of the buyer. I'm starting to think it might be better to just wait until October to buy my new laptop.

lol... CyberPower does a better job in this. If you buy a PC from them with Windows Vista Home Premium, Business or Ultimate, you can get a free upgrade AFTER rebate. Pay $29 up front, and MIR of $29 = FREE.

Actually, with Acer's site, you can get as far as step 3 without entering the serial number. On that page it states:

Note: For selected countries, the upgrade is free. The blanks below will be masked and no credit information is required.

I entered US as the country, and indeed the price is listed as $0.00, and it won't allow any payment info to be entered.

Actually, Windows 7 Home Basic isn't offered for sale in the US and other developed countries, so you can't upgrade to it even if one wanted to.

That's pretty crazy. Shouldn't they have worked this out before June 26 and putting up the eligibility page? If they end up denying anyone, this is evidence that even their employees didn't find it apparent from their terms that the Outlet is excluded. By the plain meaning of the words on the Eligibility page, the Outlet computers qualify.

FYI, on their FAQ, Dell is also requiring unspecified shipping and handling from upgraders

Looks like HP refurbished PCs are also eligible for a free upgrade!

If Dell offers free upgrades to refurbished PCs, the remaining 435MTs with I7-920 and ATI 4850 would be really attractive..

I might have wasted $50 for ordering too early from Dell Outlet
But $780+tax for an I7-920 box plus brand new 23" is still a pretty good deal..
By the way, I just received the "Scratch and Dent" 435MT today. It looks like new. If there is any scratch, it's not really visible.

There is no Vista Home Premium with XP Downgrade; you have to have either Vista Business or Ultimate to get the XP downgrade.
