Ohio is not one of the applicable states either. I did check tickets for another state and the "5 dollar tickets" show up as $11 and then with the fees it comes to $16.35. I understand the fees, but where does the $11 come from? It's not 5 bucks, but it's still cheaper than you would pay otherwise.

I see the same as well, the tickets come up to be be $16.35, don't understand why it's showing up as $11 instead of $5

my $5 ticket came out to $12.50 + $5.10 fee a "no fee" ticket is $17.50, so basically the same

The no fee weds only applies to certain concerts/venues. I got it for some tickets 2 weeks ago. I was going to buy more today but the show was sold out. Everything sells out so fast.
Tried blink-182 at Tinley Park IL. Came out to about $16 / ticket after fees. I paid about $25 / ticket on no-fee Wednesdays a few weeks ago, so I suppose it's a good deal but nothing spectacular.

Cruzan Amp in West Palm Beach, FL I grabbed tix for Blink 182 ($16.10 per ticket, max 4) and CrueFest. CrueFest tix are cheaper per ticket if you buy them in the no-fees lawn 6-pack ($90 for 6 vs. $64.40 for 4).
Only ticketmaster could charge $16.10 for a ticket when they advertise $5.
