It won't cost you anything for receiving fax (unlimited) and the $2.95 monthly fee is waived for the first month. If you send a fax then it's 2.5 cents per page and it's not free.
You missed the asterisk behind the "free" in your sentence. It's free as long as you never happen to get fax-spammed. I had an eFax number for about 18 months - long enough for everyone to have my fax number. And then got about 30-40 spam faxes one month and they canceled me. I appealed to them showing them the faxes - they said (in not so many words) "we don't care, you exceeded the limit - pay us monthly or lose your fax number." Free isn't free when you have to figure out how to get everyone you know to change your fax number.
GotFreeFax.com is another website that allows user to send free fax online to the US and Canada. User can either upload a PDF/Word file or enter text to fax. It does not add Ads to user's fax, which makes it suitable for faxing formal documents.
http://www.efax.com/customer-agreement YOU UNDERSTAND THAT THE FREE SERVICE IS SUBJECT TO j2 GLOBAL'S "FAIR USE" POLICY FOR FREE ACCOUNTS. YOU WILL BE IN VIOLATION OF THIS POLICY IF, WITHIN ANY THIRTY (30) DAY PERIOD, YOU RECEIVE MORE THAN TWENTY (20) FAX PAGES, EXCLUDING ALL ADVERTISING OR INFORMATIONAL MESSAGES SENT TO YOU DIRECTLY BY J2 GLOBAL, AS DETERMINED BY US IN OUR SOLE DISCRETION.
efax free service is limited to 20 pages a month which translates to 0.67 page per day.

The $10 is the minimum sign up amount. You may cancel your account anytime and have the money refunded back to you. After you sign up, subscribe to Onesuite Fax Plus (not basic) service and choose the area code or city for your fax number. Fee for the first month ($2.95) will be waived. Incoming faxes are free and unlimited, outgoing is 2.5c per page.
I have efax, and it's been working out well for me, no junk faxes. The spam email I get from efax gets automatically filtered out. Now I'm just waiting for Google Voice to add a fax feature, but I'm very interested in the some of the ones other people mentioned here.

What are the features you like in RingCentral and how much are you paying for it? I'm always on the look out for a good deal and even though I am happy with my Onesuite services if there's better around I will be much interested to check it out. I just hope it's not more expensive than I'm paying Onesuite at moment.
