I have two of these cheap chargers. They are a pain in the neck. They are slow to charge, and you always overcharge because you rarely are charging batteries which are totally flat.
Take a look at the more expensive Sanyo Eneloop USB charger - it is a quality charger which will do an AAA in 1 hour (more batts take longer) with a full safe charging cycle:
