This is true. I ordered the game for $.98 and got an email saying:

Your recent order entitles you to a promotional credit which we have added to your account. This credit can be applied to your next qualifying purchase.
Promotion details:

Dear Amazon.com Customer,

Thank you for purchasing a Game Download from Amazon.com. It is our pleasure to let you know that you will receive a free game from a qualifying list of titles. To redeem your free game, follow the instructions below...

And then it goes on to explain how to redeem your free game. So, if you are interested in one of these games, you can get it for $.98 by buying Cake Mania 2 and then getting the one you want for free.
