Seems you need to be on your states unemployment payroll to qualify. Seems strange that those of us that refuse to take unemployment benefits would not qualify.

Yeah, why would someone who paid into unemployment would want to take it when they are unemployed?

People who don't accept unemployment benefits are screwed by the system, in lots of ways. One thing that happens to some people is they live off their savings in preference to taking unemployment benefits, but if they don't find a job, and their savings run out, they often find it's too late to sign up for unemployment, because their base year gets shifted forward to the time they were unemployed, so they no longer have the recent work history needed to qualify.
I've found your Average Working Joe is quite foolish when he becomes Unemployed Joe .
Unemployed Joe doesn't take advantage of Food Stamps, Fuel Assistance, Food Banks, Earned Income Credits, etc. The reason for this is in his Social Groups people never discuss such things; Joe would be embarassed to do so. So Unemployed Joe remains quite ignorant.
Unemployed Joe depletes his Savings and maxes out his Credit Cards just to keep bread on the table. Joe may even go Bankrupt. This HURTS America.
On the other hand you have recent Immigrants, both Legal and otherwise. They are generally close-knit, and discuss benefits endlessly. They take advantage of EVERYTHING. They live quite well off the taxes Joe paid while he was working.
My point ? If you become unemployed, DO NOT assume you will not qualify for Food Stamps, etc. APPLY IMMEDIATELY. You have worked long and hard. You DESERVE those benefits. Many of those who receive Government Benefits have never worked a day in their lives.
Get what is coming to you. You may be able to avoid racking up debt, and so will likely be properous and vital again someday.

Perhaps Unemployed Joe has pride (watch Cinderella Man) and hopes that he will actually get a job within a few months (watch The Pursuit of Happiness) and that he may actually be using this time to look for a job. Perhaps Average Joe is not interested in jumping through all the hoops necessary to get these so called benefits (watch your local circus' flying trapeze act).
And unless you are fresh off the plane from Asia, Africa or Eastern Europe; fresh off the flotilla of make-shift crafts from the Caribbean; or fresh over the river and through the desert after spending all the money you could raise in two years, you should perhaps restrain the urge to speak in disparaging terms about multiple groups of people that may or may not be running scams that pale in comparison to some that have been obviously wrought by my fellow FWers. Lets hope they go soon. They make me cringe because they still exist.
At least they employ people, so lets hope they hang around a little longer. No more Montgomery Ward, Marshall Field, LNT, Circuit City. All of those were employers. We don't need to add Kmart and Sears to the list. Point is every time the field shrinks or another business is bought out, people lose, as there is one less employment option.

Honestly, it's less about how they dress and look, and more about how they talk and act.
I give them about a minute - usually I just watch how they act around their children.
You'll see who is determined that their child succeeds, and who is merely grooming their offspring to continue in a new generation of poverty and failure.
Pride is a misplaced emotion when you're newly Unemployed in 2009.
Swallow it. If you quality for Food Stamps, get them.
There's no Pride in maxing out your Charge Cards to put Bread on the Table.
You think getting a Job is hard now ? Try it when there's a Bankruptcy Judgement on your Credit Report.
I work in a department where we need trustworthy people. I could not, in good conscience, recommend any applicant with a recent Bankruptcy to my supervisor. It's Public Record.
On the other hand, if they're on Food Stamps I would not even know. If I knew I'd respect them for doing what is necessary in face of their "Pride".
Forget "Pride". Children have "Pride". They're too "Proud" to wear anything but $100 Sneakers, too "Proud" to work at McDonalds, too "Proud" to clean a toilet.
Let's get back on topic folks. Discuss the deal, not unemployment in general.

Undocumented immigrants DON'T have access to food stamps, unemployment benefits, etc. That is just a myth. You have to have a valid SS# to receive them, and even if an undocumented person used somebody else's (usually paying that person to be able to use the number) is that person who qualifies and not who has been working and contributing to Social Security and other funds.

My original post only pointed out that those unemployed and not on the unemployment payroll in their state will not qualify. This is a great deal for those that will qualify and I commend Kmart. Not taking unemployment benifits does not mean one will max out their credit cards and go bankrupt. Some people do plan for such an event. I can understand Kmarts need to "qualify" people and while it will leave many unemployed unqualified I can't think of a better way for them to qualify people.

If you are laid off Unemployment is a nice chunk of change, easy to get, and well worth your time (the other programs mentioned are more work/invasive/degrading)... and besides you've already indirectly paid for it as the company that laid you off paid a portion of your income off the top to fund the program, same as they fund workman's comp, FICA, and Medicare.
Kmart offering this discount is a nice bonus as well. Kudos to them.
