Seems you need to be on your states unemployment payroll to qualify. Seems strange that those of us that refuse to take unemployment benefits would not qualify.

Yeah, why would someone who paid into unemployment would want to take it when they are unemployed?

People who don't accept unemployment benefits are screwed by the system, in lots of ways. One thing that happens to some people is they live off their savings in preference to taking unemployment benefits, but if they don't find a job, and their savings run out, they often find it's too late to sign up for unemployment, because their base year gets shifted forward to the time they were unemployed, so they no longer have the recent work history needed to qualify.
I've found your Average Working Joe is quite foolish when he becomes Unemployed Joe .
Unemployed Joe doesn't take advantage of Food Stamps, Fuel Assistance, Food Banks, Earned Income Credits, etc. The reason for this is in his Social Groups people never discuss such things; Joe would be embarassed to do so. So Unemployed Joe remains quite ignorant.
Unemployed Joe depletes his Savings and maxes out his Credit Cards just to keep bread on the table. Joe may even go Bankrupt. This HURTS America.
On the other hand you have recent Immigrants, both Legal and otherwise. They are generally close-knit, and discuss benefits endlessly. They take advantage of EVERYTHING. They live quite well off the taxes Joe paid while he was working.
My point ? If you become unemployed, DO NOT assume you will not qualify for Food Stamps, etc. APPLY IMMEDIATELY. You have worked long and hard. You DESERVE those benefits. Many of those who receive Government Benefits have never worked a day in their lives.
Get what is coming to you. You may be able to avoid racking up debt, and so will likely be properous and vital again someday.
Wise up !! (it took me many years to do so).
