Nice deal. Limit of two cards on each rebate if you want more than one. Bing CB is 5%. If you have DPA account choose credit card at first and you will be presented with an offer to save 3% using your DPA account.
oh also, looking at the fine print... If your rebate payment is $10.00 or greater, you will receive a Visa® Prepaid Card. Cards are issued by Citibank, N.A. pursuant to a license from Visa U.S.A. Inc. and managed by Citi Prepaid Services. This card can be used everywhere Visa debit cards are accepted.

For whatever reason the offer-codes from Dell appear to be incorrect. Newegg and TigerDirect both have: SIC-5558 for the 1GB version which is a $20 rebate and SIC-5557 $10 on the 512MB.
Dell is also showing non-existent rebate for the GTS 250 Offer Code:SIC-5553 at $35 while the only one showing at Galaxy's site is only $10. Some other cards like the 9400gt, low power 9800, and low profile 9600gt appear correct though.
