I got one, and I think this is the normal price at Frys B&M, at least it seemed to be when I got one a few months ago. Also this isn't a true 1.3 MP camera, I think its sensor is really only VGA 640x480 and they use software interpolation to get to 1.3MP resolution which is really not at all useful or beneficial.
Finally, the lens aperture is pretty small, and that plus the sensor characteristics yield a pretty low light sensitivity compared to some other inexpensive VGA webcams I've used. It works OK in fairly well lit environments, but it is really kind of dim and noisy in less well lit situations compared to some other better products you might find.
There are a lot of similarly or lower priced webcams on places like DealExtreme, geeks, etc. so I'd suggest shopping around before going for this one. You might be able to find a better deal, though for basic uses this probably works as well as a lot of the low end CMOS sensor units do.
