Here are the rules:

Receive the Friends & Family Savings discount by mail-in rebate when you purchase RYOBI tools. Qualifying promotional purchase items include: paint sprayers/brush cleaners, tile saws, tek4, power tools and RYOBI power tool accessories. This offer EXCLUDES purchase of wet/dry vacs, lawn & garden/outdoor products, generators, pressure washers, plumbing, electrical cords and storage chests.

Offer valid October 1st, 2009 through December 31st, 2009 on a single receipt purchased at participating U.S. (includes Alaska, Hawaii, USVI, Puerto Rico and Guam) The Home Depot stores only. Redemption form must be postmarked by January 11th, 2009 and received by January 25th, 2009. Maximum value of rebate may not exceed $250.00. Void where taxed, restricted or prohibited by law. Copy of sales receipt and UPC labels from each qualifying purchase package must accompany rebate form for proof of purchase.

I also own both Dewalt and Milwaukee tools and although they are of good quality, Ryobi delivers a better "bang for the buck" in my opinion.
