Costco Membership Certificates (and coupons) are redeemable at any US Costco retail location subject to in-store terms and conditions. Stated to work for upgrades, but not renewals, though some users have written in to say renewals worked for them.

Well, the site states
"Purchase a membership certificate to Join as new Costco Member or to Upgrade an existing membership Online through this site and receive coupons worth more than $50 including:"
So this would also include NEW memberships and not only upgrades.
