OK that's it. I refuse to pay more than $10 for any PC game anymore. With these constant Steam sales, it's just a matter of time before you can pick up a title at cut rate prices. Yes, you have to wait, but with a backlog like mine, that is not a problem (I will make an exception for any new Civ iteration however, as that has always been, always will be, a Day one purchase for me).
