Some debate about this. There is no mention of this promo ANYWHERE on the Amazon Gift Card page and a SD poster contacted customer service at Amazon and they too knew nothing about it.
Might be wise to refrain until there a better confirmation that this deal is Valid for EVERYONE.

Gift Cards cannot be used to purchase other Gift Cards, such as Amazon.com Gift Cards, Target Gift Cards, or Borders Gift Cards. I think he's asking about using a Amazon credit card to buy an Amazon gift card. I doubt there's any sort of limitation on that since the credit card is actually through Chase bank, not Amazon.
